Are speech defects and impairments from drug abuse permanent?
Or is there a way that slurred speech can be cured?
(at least I’m pretty sure the impediment was caused by drug abuse…)

They can be, particularly with the so-called “designer drugs”. The speech deficit is called “dysarthria”, which means weakness, slowness, or incoordination of the speech muscles due to a neurological cause.
Conversely, the other type of speech deficit due to odd movements of the mouth and face due to drugs is caused by psychotropics (known as “antipsychotics”). It is called “tardive dyskinesia” and typically resolves within a short time after stopping the medication.
